Competency refers to the individual conditions and behavioral characteristics of a direct impact on job performance. Competence theory since its introduction by the widespread attention, has become a management psychology at home and abroad last three decades, higher education, labor economics and other disciplines, focus on content. However, in China, the competence theory research began relatively late, but in recent years, the problem with the competent of the development of further development and teacher professional development and teacher evaluation, the teacher is competent and has been the community attention, the competence of teachers at all levels is becoming a hotspot, this study on the expansion areas to a high school teacher in order to further enrich the teachers in this industry competence, this study attempts to better guide our high school teacher team building and teacher’s own competency development and upgrading of the force, improve teacher performance.This study was selected from Gansu Tianshui five secondary schools and24teacher behavioral event interview, after the interview text is encoded by two coders, followed by two coders classified the consistency of testing, statistical results showed that the two The coder classified the consistency of0.65, coder reliability coefficient of0.78, can be accepted. Excellent group and normal group t test on the average and the highest score obtained high school teacher competency model include:interpersonal communication, achievement motivation, information gathering, influence, self-control, self-confidence, training others, organization and management, caring for others, responsibility, and insight of a total of11competency.Attempt Discussion In this study, the establishment of specialized high school teacher competency evaluation system results to choose teaching as a high school teacher to provide a more comprehensive and objective competency system standards for the training of secondary school teacher to provide a more scientific assessment of the effect of standards and direction for teachers’ career development, stimulate the enthusiasm of the teachers’ motivation and participation in training. The model also ensures a more systematic evaluation of the precise duties and promotion assessment provides a clear standard as a candidate has been qualified to accept a job or position, so that teachers can focus on the greatest impact on the performance knowledge, skills and behaviors. For educational administration and management departments, can be used to understand the competence needed by the class teacher, Kong teacher teaching strengths and areas for improvement need to upgrade, predicted that teacher training program design and training requirements for teacher qualification standards set identification of teacher qualifications, teacher training and other.
