The21st century is a era of the accelerated globalization and knowledge innovation, therole of material capital investment is getting smaller and smaller in the economic growth andeconomic development, the improvement of the quality of human capital is acknowledged tobe the intelligence guarantee and talent support of the economic long-term development aswell as the inexhaustible source of continuous social progress. Many Nobel economic prizewinners such as Schultz, Becker, Lucas, krugman have made in-depth research on humancapital and have yielded plenteous theoretical results. As the largest country in population sizein today’ s world, China is a most populous country, but not a talent resources country, stillless a talent abundant country, So strengthen the study of human capital not only has a strongtheoretical reference value for the analysis of Chinese employment, but also has significantapplication value for solve collodge students’ employment. Under the condition ofunceasingly deepen market, to give students and employers more rights to choose,government has transferred ultimately from "government-planning assignment" to modernmarket job-seeking mechanism of "two way choice and independent option", under thesuperior bad discard market mechanism and psychology preference of college students’interests, different forms of unemployment must appear in short term. In addition, because themarket demand in the short term has a strong rigidity, college enrollment expansion alsoincreased the difficulty of the university students’ employment in a certain extent. Difficultiyof China’s college students employment is primarily acts of structural imbalance, that isunemployment and job vacancies exist, over supply in city and short supply in rural areas.Employment and unemployment are the norm of market economy, The process ofunemployment and re-employment of labor is just the process of continuous development ofsociety, also is the biggest charm of the labor market. As the market economy system of thedeveloped countries is already mature and improve, mainstream economists mostly the freechoice of employment and market natural rate of unemployment as a given analyticalconditions,most mainstream economists take free choice of market employment and naturalrate of unemployment as a given analysis conditions,but it does not apply to China which is undergoing social transition. Chinese scholars tend to blame the difficult employment ofcollege students college enrollment,or blame university subject setting,employment trainingdefects and high expectations of students themselves, etc., Generally ignore the veryimportant aspects of institutional analysis and analysis of government functions. Collegeenrollment make some people have access to higher education, not only improve their abilityto work, but also enhance their entrepreneurial skills, so college enrollment do not result incollege employment difficulties, instead it increases the total social employment source.College students compared with ordinary workers have a strong need of subject developmentpreference, chosing temporary voluntary unemployment based on long-term development is arational behavior,not lack of moral. The main reason that colldge students’ employmentdifficulties are that the formation of higher college students employment expectation,theshortage of the college students’ needs and immaturity of the labor market that highlights thesystem is not reasonable under China’s planned economy system of path-dependent. Thus,toimprove college students’ in career plan and correcting reasonable expectations and toaccelerate education industry marketization reform,at the same time strengthen of overnmentfunctions transforming and keeping improving the socialist market economy are the effectiveways to solve colldge stusents employment problem.
