Our College Logistics Socialization Reform Of Financial Supervision In The Process Of Research

Nonprofit logistics service mode has been formed and developed since the founding of New China under the planned economy and fully state investment, but the old logistical model increasingly unable to meet education and training needs of the new situation with transition from a planned economy to a market economy and a series of social change. Chinese government promoted the college logistics service social reform in the late1990s, and the service changed greatly in recent ten years. However, the long-standing financial management system is difficult to solve the new conflict of interests brought by the social reform, which hinders the further development of the logistics service socialization reform.Based on the core contradiction discussion of the logistics service socialization reform, the author analyses related theories at home and abroad and points out the importance and necessity of the financial regulatory mechanism in the thesis. Social reform process of China’s logistics services is introduced in the thesis, and the characteristic of the service mode and the causes of the problem are also analyzed. Financial management model of the colleges is still at the stage of the internal management and is lack of financial regulatory for logistics service enterprise. But the non-profit public welfare of colleges conflicts with pursuing profits of logistics service enterprises natively. Therefore, this kind of traditional financial model is difficult to play a proper role in guiding and regulating the enterprise when the market mechanism is invalid. In order to solve this contradiction, the author puts forward the idea of building logistics service financial regulatory mechanism and detailed steps for implementation of the strategies.Finally, from aspects of setting institution and process, reforming accounting mode, controlling financial fully and evaluating performance, the author explores how to build a logistics service financial regulatory mechanism in China Executive Leadership Academy, Yan’an based on the previous discussion.
