Logistics support is the most important support system for the construction of high-level universities,and it is an important link to improve the governance system and modernize the governance capacity of universities.It has been more than 20 years since the beginning of the 20 th century that the socialization reform of China’s university logistics started.In recent years,in the process of promoting the construction of first-class universities and first-class disciplines,colleges and universities have paid more and more attention to the support of logistics support.Many colleges and universities have carried out intensive writing on the deepening reform of logistics in the process of deepening the reform.Institutional adjustment,merger,orderly and complete opening of the campus market and other matters have been carried out one by one.Countless logistics personnel have continued to promote the further development of college logistics purchasing services.Although they have accumulated rich experience,they also face many problems that need to be solved urgently.I summarized the experience of logistics socialization reform of A universities in Anhui Province,and studied the deepening reform of purchasing services in the context of continuous enrollment expansion of universities.At present,there are the following problems in the purchase of socialized logistics services in colleges and universities: decentralized logistics management mode,construction of logistics professional talent team,insufficient recognition of purchase services,limited choice of social service enterprises,insufficient investment in logistics information construction,etc.The reason is that the construction of the school’s mechanism and system is not perfect,there are also deficiencies in the system,the existing logistics management model restricts the promotion of purchasing services,no effective logistics talent flow mechanism has been established,the regional economy and service market are not developed enough,and the feedback channels are not smooth,leading to frequent public opinion.This paper uses the new public management theory and the service outsourcing theory to analyze the process of logistics socialization of A universities in Anhui Province.Based on the actual situation of the current reform of A universities and the needs of deepening the reform of purchasing services,it is believed that the key to promote the logistics socialization of colleges and universities in the next step is to improve the level of purchasing services and regulatory capacity.First of all,from the perspective of the new public management theory,to promote the socialization of university logistics by integrating theory with practice.Second,through the implementation of market contractual management,the inevitable requirements of logistics purchasing services are standardized.Third,actively consolidate the main responsibility of the school,clarify the logistics management mechanism,define the main management body,carry out joint meetings,and establish an overall coordination mechanism.Fourth,strengthen the construction of logistics professional team to provide organizational guarantee for the purchase service mode.Fifth,teachers and students actively participate in feedback to provide support and guarantee for deepening reform of purchasing services.Finally,the service level and supply capacity of university logistics will be improved to better serve the majority of teachers and students.
