Talent is the first resource of scientific development, Talent is a major strategic for our country to achieve modernization, human resources priority is to achieve leapfrog development of the basic path. The introduction of high-level overseas talent due to its low cost, quick, and other advantages, has become an important measure of the countries in the world and regional economic development, improving people’s livelihood. The introduction of high-level overseas talents to promote Shandong’s economic and social scientific development, to speed up the province’s economic and cultural construction, one of the most effective way to enhance the comprehensive strength of Shandong.In this paper, the use of human capital theory, a study on the theoretical and practical problems of the introduction of overseas talent. The introduction of overseas talent is conducive to promoting economic growth, the transformation of development mode, as well as to enhance regional competitiveness, we must fully understand the law of the overseas flow of talent to establish a rational and effective mechanism to attract talent, the use of No. talent. Interpretation of the human capital theory, the factors that affect the international flow of human capital in the context of globalization and human capital trends of the international mobility; research talent shortage caused by global competition for talents and liquidity, and learn from developed countries analysis of China’s historical background, the introduction of overseas talent development process and an important contribution on the basis of newly industrialized countries and developing countries to attract foreign talent experience, summarized sum up the national and local important initiatives and experiences and practices regarding the introduction of overseas talent, and for Shandong status and problems of the province to introduce overseas high-level personnel, and put forward countermeasures and suggestions.The full text is divided into six parts. Finally, the conclusion.
