In order to better adapt to the pace of the reform and opening-up and the modernization, Ministry of national education stipulates that English course is offered from the third grade, the city in the autumn of2001consolidated PEP Primary English teaching materials, focusing on the cultivation of students’ interest in English study and the habit of learning English. And yet the past decade has nibbled away, most of the school’s students are there offended by polarization from the beginning of freshment and interesting to the later signs of anxiety and boredom, especially to primary school high section. Along with the increasing difficulty of English, differentiation is particularly serious. Besides, English is a foreign language, which is distinct from Chinese. Once the division, part of the students with no interest in English not only won’t do simple communication, but also won’t understand class explanation and textbook, as if being alternative. According to the survey, junior middle school teachers in the face of these varied uneven graduates feel harder to teach than before. So, how to effectively overcome the serious polarization in English teaching in primary schools has become a hot topic of current.On the premise of new curriculum concept of "all student-oriented, quality-oriented education","No child left behind" has become a fundamental responsibility of our teachers. This paper emphatically analyzed the actual situation of primary school English teaching polarization and summarized experience and put forward the solution to polarization to provide decision-making reference for the education administrative departments.This paper is divided into five parts. The first part:an introduction, including the research background, the significance, the concept definition and the literature review both at home and abroad. The second part:a theoretical foundation of subject study and an investigation of the primary school English teaching situation. The third part:a polarization unbalance attribution research of the primary school English teaching. The fourth part:a strategy of balanced development aiming at the primary school English teaching polarization unbalanced situation. Lastly:a conclusion and a vision for the research.
