The problems this thesis studied belong to the balanced development of basic education research. It is to discuss the balanced development of education from the point of view of subject education -English education in primary schools. This thesis, basing on the balanced development of basic education theory, theory of English education in primary schools, educational ecology and educational policy studies, carries out a research on the developing process, distinguishing features and unbalanced developing phenomena through bibliography method, investigation method and comparative method. The contents dissertated are as follows:The thesis summarizes the signification of the balanced development of English education in primary schools in Yanbian areas, which is based on deep understanding the meanings of the balanced development of basic education. That is: by narrowing the gaps of English education in primary schools in different cities and the gaps in different schools, to make English education in primary schools in Yanbian areas keep up with society development, to form a each-promoted relationship in all the primary schools, to enhance the quality of English education in primary schools in Yanbian areas, furthermore, to reach a high-level development.By reviewing the history and analyzing the status quo of English education in primary schools in Yanbian areas, the thesis summarizes the historical features and ethical feature of it: It started later than other developed areas. The history of English education in city primary schools is much longer than that of country schools. There are differences in English education between Han primary schools and the Chinese Korean ones.By analyzing the data of investigation, the thesis draws a conclusion as follows: Primary school English education in Yanbian areas is unbalanced developing. There are gaps among cities and countries, Han and Chinese Korean, different schools. Meanwhile, it classifies the unbalanced development into five types: lacking of teaching hardware, lacking of teachers, laeking of studying, unbalanced development of students' English level, unbalanced amount of students in each class.
