Xixia was a majority regime established by the Dangxiangqiang on Chinese history. On1038, Liyuanhao established empire, and had been destroyed by Mongolia empire on1227. As a majority regime, there were Dangxiang, Han, Tibet, Uighur, Tartar, Khitan, Jurchen and so on lived in Xixia. In nearly about two centuries,its society was stability、economy was developed and culture was flourishing, these were inextricably linked with its increasingly perfect political、economic and cultural policy, and its correct national policy. The national policy of Xixia is content—rich and intertwined, this paper analyzes concretely about it and consideres that: the rulers of Xixia treated the people in their land is non—discriminatory, they did not take apparent discrimination and oppression national policy. Everyone could take any post in Xixia’s government circles, and the rulers of Xixia positively to develop cultures of other nations, such as developed Chinese, adored Buddhism, all this promoted the flourishing culture in Xixia.But as a majority regime the rulers always difficult to get rid the thinks about the feudal and orthodox nations, the national policy must be have some inequality between the rulers and people even between the peoples. But the inequality didn’t affect the Xixia’s society. In that conditions, some successful national policies played a positive role to promote social progress、national integration.
