The convergence between pre-school education and elementary generaleducation is a transitional stage in the whole education system of a country, and alsois an important part of the continuous education system. This problem is also one ofthe international problems. Russia is a country that has a great emphasis on thecontinuity of the education system. Great attention has been paid during the Soviet eraabout the problem of the convergence between pre-school education and elementarygeneral education, and various experts and scholars continuously commitment to thestudy of reform of convergence until today. Under the new historical era after thedisintegration of the Soviet Union, the convergence between pre-school education andelementary general education become a new problem by bring in the elements of theera. The modernization of education put new demands on the science of theconvergence between pre-school education and elementary general education. Tosolve this problem, Russian Federation Ministry of Education, Ministry of Educationof the Republic promulgated the corresponding laws, regulations, governmentdocuments. These education policies detailed provisions of the elements ofconvergence, provide policy support for young children to enter the elementary schoolsuccessfully and engaged in the test of the modern system, timely monitoring of theeffect of the reform, improve the convergence system.This article mainly consists of four chapters, the basic contents of each chapterare as follows:The first chapter describes the background of the Russian pre-school andelementary general education convergence reform. Mainly analysis in the followingfour aspects: the came into being of the problem, which is the convergence betweenpre-school education and elementary general education in Russia; the requirements ofthe national education internationalization; continuity of the education system andlifelong learning concept.The second chapter elaborates the basic policy of pre-and elementary generaleducation convergence reform in Russia, mainly about the contents of the basicorientation and basic principles of the relevant policies, which is from Yeltsin toMedvedev.The third chapter analyzes implement model of the pre-and elementary general education after the reform in Russia. Introduces three main modes and forms oforganization by combining cases. Detailed describes the monitoring process andresults of regional model reform of the pre-school in Saratov State.The fourth chapter analyzes several characteristics and existing problems in theRussia convergence with the elementary general education reform, which leads to thethinking on the problem of convergence between kindergartens and primary schoolsin China.
