After the breakup of the Soviet Union, Russia has inherited the bulk of sovereignty. Thus, the rural elementary education in Russia develops continuously on the basis of that of Soviet Union. During the transformation from planned economy into market economy, profound changes have taken place in Russia's politics, economy and culture as well. Conditioned by all the factors and constraints from respective fields of society, new changes have emerged in the elementary rural education in the Russian, especially in the system of investment, management and schooling, which also bring about produced a new problems. This study, attempting to further analysis the background of rural elementary education in Russia and a series of new changes in the reform, will then raise some questions as a reference to China.Part I: the thesis analyzes the reasons and means form the angle of theory and practice.Part II: To summarize the historical foundation of rural elementary education in Russia, and to present a detailed analysis of its factual background from the perspectives of reforms of political and economic system, plus the special situations of rural education in nowadays. Part III: To give a full account of institutional reform of rural elementary education in Russia, from the system of investment, management and schooling, and difficulties in execution.Part IV: To conclude the traits of the rural educational systemic reform in Russia and to come up with inspirations for China by comparisons between the two countries.Part V: It is the end.
