The Research On Operational Issues Of Vocational Education System For Migrant Workers

With the advent of the era of knowledge economy, science and technology have become the primary productive force. Human resources have not only become a decisive force in a country’s economic and social development, but also become an important indicator to measure a country’s comprehensive national strength. According to the National Bureau of statistics’monitoring calculation the2009annual national total of migrant workers has reached22,978people and was growing more and more. Therefore, the transformation of human capital of migrant workers is of great significance; however, the conversion of migrant workers’human capital key is to rely on technical education and vocational skills. So I focus on the mission entrusted to the times, selecting the problem of the research on operational issues of vocational education system for migrant workers.The first part of the paper points that as a series of regulatory system, the vocational education system of the migrant workers is mainly composed of the formal rules, informal constraints and implementation mechanisms. Also, I commented on the function of vocational education system of migrant workers. That is, to promote the function of vocational education itself orderly and efficient development; to development migrant workers group and to enhance the functionality of the main interests; to promote the process of urbanization and the transition of the industrial structure.The second part of the paper is mainly to survey the problems of current situation and statement analysis. According to collected relevant data, policies, and no structured interview survey of migrant workers, the author found that the vocational education system of migrant workers in Jilin Province are far from being able to meet the development needs. Mainly reflects in peasant workers’disagreement, subjective awareness, the professional setting of the vocational education, training mode not suited to their own development and employment of rural migrant workers, admission fees and how to obtain information.The third part analyzes the factors which affect the vocational education of migrant workers, that is reflected in the external environment restriction, the blockage of behavior subject quality, Running the limits of the media resources, Effective interaction between the various implementation mechanisms or not.Finally, author point out that the reasonable system is the premise guarantee for implementing the system. The reasonable system should adhere to the principle of justice, based on people-oriented and scientific value orientation. I offer some suggestions on how to promote the effective operation of the vocational education system of migrant workers. That is to say, in the pursuit of value on the system Operational, we should adhere to justice. In the main body of the norms of behavior, we should clear government responsibility, encourage enterprises to participate in school, lead the main changes of the migrant workers’self-awareness. In setting up security media and providing adequate resources, we should establish effective supervision and real-time feedback mechanism, we should play a linkage role with other major systems of the migrant workers, we should work together to promote the effective operation of the vocational education system for migrant workers.In short, even with a good system, if the system has not been effective operated, the functionality of the system cannot be achieved. Therefore, the operation of the vocational education system for workers problem is of great significance. The effective operation of the vocational education system of migrant workers will promote the transformation of the fundamental guarantee.
