With the development of society,"inclusive education" has become a development trend of the education of disabled persons after going through “segregated education”,"return to mainstream education", and “integrated education". It is the future development direction of higher education for the disabled that disabled students enter ordinary universities, together with regular students, participating in life, learning and cooperation.The school education has a profound impact on a person’s life. A good school education requires good management and service system to support. Therefore, the current study and perfection of college disabled students’ management and service system is not only conducive to promoting education fairness and achieving “full and equal participation”, but also conducive to promoting the campus harmony, achieving “respect, cooperation and mutual assistance”. It is more helpful to the promotion of social justice, carrying forward the humanitarian spirit and enhancing the social cohesion, as well as to the realization of social development goal of building a harmonious society in China.This study is based on the proposition: at present, our country colleges and universities management and service system for disabled students are far from perfect, existing space and necessary reform. Based on the viewpoint in sociology and political science, as well as the theory of modern education for the disabled, in accordance with relevant laws, through questionnaires and individual interviews to understand disabled students’ life, study, health and employment status, the present situation of disabled students management and service system, as well as the disabled students’ satisfaction of the current management and service system, this essay helps to sum up the common problems in the current management and service system of college disabled students, to analyze the reasons of the existing problems, finally puts forward the basic ideas and path selection for reform which not only serves the present university management needs, but also for the community to establish a correct concept of the disabled, for each member of the society to achieve " full and equal participation" and make some theoretical discussion on the development and extension of the theory of "disability outlook","education fair " and "inclusive education "in China.
