With the deepening of social transformation, community form has undergone profound changes, the different needs of different communities because of their different socio-demographic characteristics of the residents, this a lot of new requirements on the structure and function of the residents’ committees. In this study, the case of F Street in Pudong-Shanghai, based on the fieldwork the12residents’ committees how to respond to the dual demands of community residents’ needs and bureaucracy of S and H communities that are two different types of communities. The thesis adopts as comparative study method based on the fieldwork in S and H community residents’ needs and the government bureaucracy in Pudong Shanghai and emphasis on the S and H community residents’ committees are how to respond to the demand for community residents and bureaucracy. The thesis adopts as qualitative research method based on the fieldwork in the S and H community, visits109Residents’ Committees Secretaries, Community Workers and Residents.The study finds that two types of Community Residents’ Committees faced residents demand in different level and content, the Residents’ Committees can only be based on the limits of its own resources and capacities, and community empowerment in the face of the same bureaucratic system requirements structural differences and choose different ways to respond. However, the autonomous functions of the two types of communities are severely limited. According to Parsons’ heoretical framework, triangular conceptual framework is developed to explore relationships among residents’ needs, the bureaucratic system requirements and Residents’ Committees, the following conclusions could be given:the complexity of the urban community residents demand diversification requirements of the Residents’ Committees’ function change; the single request bureaucracy hindered Residents’ Committees function changes; Residents’ Committees are faced with the functional dilemma by the double "demands" of residents and the government; community-based and administrative co-construct a Residents’ Committees service function; hierarchical structure shape the Residents’ Committees administrative functions; external structure is limited under the autonomous functions of Residents’ Committees "vacant". Finally, the theses concludes with guidance to residents’ ommittees, the introduction of professional social organizations, and actively foster community self-organization and establish the needs of Community Residents’ lassification response mechanism and other major countermeasures.
