On The Residents’ Participation In Building New Urban Communities

Along with the progressing of China’s urbanization and the continual expansion ofthe city space, a large number of new communities have been emerging in the CBD aswell as the surrounding area in recent years. Most of the existed academic researchesare limited in the grand description of the system and status of traditional urbancommunity’s construction, whilst the researches of the residents’ involvement of theconstruction of new-style urban community are very rare. With the new challenges ofthe community construction brought by the transformation of society, consensuses havebeen made among the Party and government that the foundation of society stability andthe platform of resolving the contradictions are both lies in community; the communityconstruction and residents’ involvement in which should all be valued. Althoughnowadays the innovation of social administration has been stressed and some maturemanagement system of community, experience and practice have been carried out afterpractice and exploration., the effective and mature local experience and theory supporton how to cooperate in the society under the new-style urban community constructionand the ways for residents to be involved still haven’t been found. Thus the Study ofResidents’ Participation of New Urban Communities is the one to try to get the progresson academic and to contribute in theory on policy.According to the community’s nature of the developed apartments, the conditionsof living residents and the function, we will divide the new-style community into threetypes, which are market orientation community, government orientation community andfunctional building community.Market orientation communities are noted for theircomprehensiveness in the contents of participation and the abundance in activities whiletalking about the residents’ involvement. Government has the most important influenceof these communities while protecting and fighting for the legal rights are the mainfeatures of the residents’ involvement. According to the jobs, functional buildingcommunities’ residents can be very specific in choosing the activities when talkingabout the resident involvement. At present, the resident involvement of the new-stylecommunity still have a lot of restricting elements.On account of the interest and convenience to study, the author aims to understandthe actual situation of new-style community residents’ involvement and their characterand characteristic while involving in the managing of new-style community base on the practical investigations and interviews. And the research examples will be the threenew-style communities selected from Hangzhou. Hope that we could find the new modeto promote the residents’ involvement in managing the new-style community by findingthe new problems and figuring out how to deal with it base on the study, thus we couldpromote the harmony and development of the entire city in the term of community.Through identify effective participation of factors affect the city’s newcommunity,paper analyzes the factors affecting residents’ participation from institutionalfactors, residents factors and social capital factors.To encourage more effectiveresidents’ participation of new community, with the influence of the following ideas ofnew theory of public administration:“government should take in charge rather thanassist”,“government should authorize the community”,“to fulfill customers’requirements”,“to change the organization which act according to rules”,“to investbase on the result” and “to participate and collaborate”, this article raises the ways andpolicy suggestions of promoting the effective residents’ participation of new urbancommunity in three aspects as changing the ways of government’s administration,improving the residents’ consciousness of autonomy and strengthening the organizationand construction on residents’ their own.The author points out that governments,enterprises and construction organizationsof community can take some concrete actions to strengthen trust and cooperationbetween residents and them.The government should implement changes in its functions,also the right in the community, and to provide legal protection and financial andmaterial support for community；Community residents must also improve the sense ofautonomy, and enhance the ability to participate actively involved in communitybuilding；Various organizations in the community should work together to make a bettercommunity.
