Rural primary and secondary school education plays a foundational, progressive and overall important role in the comprehensive construction of a well-off society and constructing a harmonious society. It is also an extremely important way to fundamentally solve the problem of agricultural development, rural industrialization and the rural surplus labor employment, as well as of how to turn the severe rural population pressure into human resource. In recent years, the central, provincial and municipal governments at all levels have paid more attention to rural education by increasing the basic education funds, thus in a way causing the development of rural primary and secondary school education. But, compared with that of developed coastal areas and the many large and medium-sized cities, Huaihua’s education development level in rural primary and secondary schools, on the whole, is still in the under-developed state.In this essay I’ll analyze the present situation of rural primary and secondary school education in a certain theoretical depth, with a large number of lively cases in which Huaihua’s basic education scale for rural areas,the achievements of basic education,the difficulty of basic education funds, shortage of education resources and a detailed analysis of the current situation of the development of rural education foundation the teachers and students are faced with and so on are all discussed. Also I’ll putForward the main problems existing in the basic education development of rural areas of Huaihua, such as the fact that the government at all levels are not paying enough attention to the new curriculum reform for elementary and secondary schools in rural areas, the shortage of rural primary and secondary school education funds, Huaihua’s curriculum allocation and insufficient exploration; rural primary and secondary school curriculum not in accordance with the actual situation; the serious problem of poor housing of those schools; the backward of the teaching staff; the constant drop of students’quality; the bad need for further improvement of Information technology and curriculum integration, etc.On the basis of the knowledge of the present situation and the main problems of rural basic education in Huaihua, I also present you some detailed introduction of what is thought of about it both from home and abroad in this paper. I want to inform you the purpose of this research which is to explore what are the main factors that affect and restrict the development of Huaihua’s rural basic education and present some methods to solve it. By doing the research into the past and current situations of rural basic education at all angles, I offer some experience,some lessons and some directions of how to solve the problem. The significance of this research lies in providing some practical strategies and basic thoughts to educators who want to explore more about this matter.The research methods used in this article are:literature research, action research, questionnaire investigation, observation, case study, synthetical analysis method.In the end the author puts forward some countermeasures and suggestions based on both theory and practice to the development of Huaihua’s basic education for rural areas:such as how local education administrative department or the school administration actively guide and work with teachers; how to take it into consideration to guarantee the funs of the curriculum reform of the rural into the budgets on condition that the economy In Huaihua improves and set up the special fund for the curriculum reform of the rural education, revise curriculum standard, add adaptation of the schools to the new curriculum, explore more practical local or school text books for these schools, attach great importance to the countryside vocational education, further deepen the reform of multiple evaluation to guarantee the curriculum reform,perfect the emergency aid policy for rural education of Huaihua and the minimum life guarantee system, strive toward the improvement of the quality of the teachers of primary and secondary schools so that they can have excellent teachers, strengthen the support to the new curriculum reform, try allowing secondary students to study in urban schools, carry out the policy of subsidies to students in boarding schools, concern about the education of the left-behind children and so on.
