ICT in basic education is an important part of China's education informatization.In recent years,the development of ICT in basic education has made remarkable achievements.However,the problem of uneven development between urban and rural areas is prominent,which seriously restricts the process of education informatization in China.ICT in basic education is a systematic engineering,including infrastructure,digital education resources,teaching application,security measures,management informatization and other elements,and there are complex relationships among these.It is of great theoretical and practical significance to study the urban-rural development differences of ICT in basic education in order to find the focal point of narrowing the urban-rural gap and promote the balanced development of urban-rural education informatization.The main work of this research is as follows:First,by studying a large amount of literature,policy documents and consulting relevant experts for several times,this study builds an index system for urban-rural differences in ICT in basic education and compiles a questionnaire,and conducts an investigation into the development of ICT in basic education in urban and rural.Second,by referring to the calculation method of authoritative education development index,the author calculates the development level of ICT in basic education in urban and rural areas and analyzes the differences in the development status of basic education informatization in urban and rural areas.Thirdly,the author explores the differences in the internal structure of urban and rural education informatization system by using the path research method in the structural equation model.Fourth,the author uses the linear regression model method to explore the influencing factors of the difference of urban and rural education informatization.Finally,combining with the problems and laws in the development of urban and rural education informatization,the paper puts forward some policy suggestions to promote the balanced development of urban and rural education informatization.The results show that the development level of ICT in basic education in urban and rural areas is unbalanced in all dimensions.The development level of ICT in basic education in urban areas is obviously better than that in rural areas.The development level of ICT in basic education in urban areas is obviously better than that in rural areas,especially in terms of infrastructure development.From the perspective of the development structure,the development structure models of basic education informatization vary greatly between urban and rural areas.However,there are similarities between urban and rural areas.For example,digital teaching resources in urban and rural areas have a direct and significant impact on teaching application.From the point of view of promoting the balance of urban and rural teaching application,strengthening the construction of rural infrastructure and digital education resources and narrowing the urban-rural gap play a significant role in promoting the balanced development of basic education informatization in Hubei province.For Hunan province,narrowing the development gap between urban and rural digital education resources and management informatization has a significant effect on promoting balanced development of basic education informatization.
