The 16th National Congress of the Communist Party of China proposed the goal of building a well-off society in an all-round way. The construction of an overall well-off society needs vigorously development of the countryside human resources for a country with a big agricultural population. The completion of the task needs the cooperation of rural vocational education, rural basic education and rural adult education. Among them, rural vocational education plays a significant role. At present, the foundation of our country's rural vocational education is still very weak. This cannot suit the needs of the exploitation of new rural areas.There is a great need to strengthen the research on rural vocational education for its development. But nowadays the academic circle hasn't attached great importance to our country's rural vocational education. There are few specialized articles and works and even fewer comparative researches on Chinese and international rural vocational education. This thesis tries to summarize some experience and lessons to find out the some prominent questions and their countermeasures through the summary of the advanced experience abroad and the twenty years'development of China's rural vocational education. The author aims that this will be a great benefit to its reform and development.In Preface part, the purpose, meaning and main methodology of the research are presented. The thesis consists of four parts. The first part outlines some related theory of rural vocational education and its vital significance. The second part summarizes the experience of some highly developed countries including England, Germany, and America etc, as well as its great benefit to our country. The third part reviews the development of China's rural vocational education in modern times from four phases, analyzes its current situation and finds out some restrictive factors, namely: government, law, funds, mechanism, conception, teaching staff, curriculum setting, employment service and so on. The fourth part puts forward a series of countermeasures and suggestions for its development on the basis of the previous study. It will be elaborated from seven aspects, (1) Let the government and society attach more importance to rural vocational education; (2) Develop the rural vocational education further through the legislation; (3) Strengthen the country and town, inter-province and international vocational education cooperation; establish flexible model of vocational education; collect funds through multiple channels and increase the investment on vocational education; (4) Strengthen the flexibility of the school mechanism; consummate the vocational education system as soon as possible and instruct the development of rural vocational education; (5) Shift the peasants'idea of rural vocational education positively; (6) Strengthen the teaching staff building; (7) Establish a perfect employment service system.
