| Talent plays an important role in the economic and social development, which is directly related the core competitiveness and sustainable development capacity of a country or a region. Now, the competition among the different regions becomes more and more intense. Party committees and governments at all levels felt that the most negative factor is the shortage of talent during the process of promoting the social and economic scientific development.This paper selects Changsha, an inland city in central part of China as the research model. The situation of talent introduction in Changsha is presented with the means of literature research and data analysis. The problems of talent introduction work such as the shortage of total talent numbers, the lack of inadequate investment in public finances, imperfect talent structure, non-standard policy running are analyzed. Then the paper gives the reason of the talent introduction problems of Changsha, which is resulted from the factors of geo-economic, institutional and mechanisms rules, environment and policy measures. On the basis of experience from domestic and foreign talent introduction and from the Changsha present situation, the countermeasures of the municipal government of Changsha talent introduction is proposed:straightening out the talent introduction ideas; improving the government’s personnel policy system; increasing capital investment to provide financial security; striving to create a favorable environment for the talent introduction and development; deepening the reform of institutions and mechanisms of human resources work.It is sure to bring certain reference and push for talent team construction and personnel talent’s work in Changsha, improving the urban-rural integration, development of high-tech industry urban internationalization and two-oriented development in Changsha. It is practical and meaningful to realize first development in Hunan and its central and national leadership. |
