Since the National Medium-and-Long-Term Talents Development Plan(2010-2020)putting forward the idea of "emphasis on elites leadership",all provinces and cities in the country attach great importance to the construction of high-level talent teams,especially in the aspect of talent introduction,a series of policies increasing of talent attraction.In 2016 president Xi Jinping,while surveying in Heilongjiang,emphasizes that "we should strengthen the talents cultivation and introduction." Under the background of carrying out "One Belt and One Road",the "China-Mongolia-Russia Economic Corridor Initiative",vigorously introducing policies such as the deep layout of "Harbin-Changchun urban agglomeration" and the comprehensive implementation of strategies in our province of "Five Great Plans" and fully supporting the leading development of Harbin,introducing high-level talents with multiple measures is of vital realistic significance for Harbin on both the implementation of the strategy of strengthening city through talents and its transform from large human resource city to powerful human resource city.With the theme of issues on high-level talents introduction and countermeasures study in Harbin,this paper conducts the research orderly using methods of literature analysis,questionnaire investigation,data statistics and analysis,comparative study,etc.This paper understands the current situation of Harbin's high-level talents introduction and issues in it: the talent introduction policy is unreasonable,the introduction of talent satisfaction is limited,the structure of talent introduction is not proper,the public awareness of policy is low,and the role of introducing talents is not enough.It also carries out deep analysis on the reasons of above issues.Based on knowing situation,realizing issues and analyzing reasons,the author learning from the experience on high-level talents introduction at home and abroad,puts forward specific countermeasures combined with actual situation: the system is constructed in the planning principle,structure and system,the salary and treatment is improved,the construction level of the main body is enhanced,the atmosphere of talent introduction is optimized.
