In June 2010,the first central level talent development plan ? the outline of national medium and long term talent development plan? was printed and issued.In this plan,talent introduction was first promoted to the national level.This measure has an important guiding significance for deepening the strategy of "strengthening the country with talents" and building a talent management pilot demonstration area.Local governments have established regional talent development plans and formulated corresponding talent introduction policies in accordance with local conditions.In order to optimize the talent team structure,improve the talent management mechanism,and create conditions for the implementation of more open and effective talent introduction.In recent years,Jingzhou City has issued attracting policies such as ?opinions on giving full play to the role of all kinds of talents? and?Jingzhou medium and long term talent development plan outline(2010-2020)?.We should continue to increase resources to improve the welfare of talent policies.In order to enhance the effectiveness of talent introduction,it's necessary to create a good environment for talent development.Absolutely,the government has introduced a series of attracting and training policies,such as "123" Jinfeng talent plan,urgently needed talent introduction and training project,"double hundred" entrepreneur cultivation plan and series of projects.The cultivation projects have created favorable conditions for realizing technological breakthrough of enterprises and accelerating industrial transformation and upgrading.This paper takes the problem of talent introduction and Countermeasures in Jingzhou as the research topic.It explores the establishment of a new model of talent introduction and development in prefecture level cities.In order to understand the current situation of talent introduction in Jingzhou City,it used literature review,questionnaire survey,data statistical analysis and related analysis methods to carry out research work orderly.Then we can find out the existing problems of talent introduction in Jingzhou City: the lack of systematic talent introduction policy system,the lack of scientific talent discovery mechanism,the lack of effectiveness of talent supporting services and so on.it combinated the theoretical construction,current situation research,and the advanced experience of Introducing Talents at home and abroad to find out the resolution.On the basis of the actual situation of talent introduction in Jingzhou City,the paper puts forward specific countermeasures and suggestions in six aspects,such as making talent introduction policy scientifically,elevating the publicity effect of talent policy,improving talent introduction market system introducing the talent supporting service mechanism,establishing high-level talent information database and innovation and sharing the talent resource.
