Educational development relates the economic development process of nation-states.Educational poverty alleviation in poverty areas and vulnerable groups has always been a powerful way for governments to narrow the social gaps,maintain social stability,and promote social democracy.Poverty-reducing through the education means taking education as the goal,task,content,or field in the process of action.Poverty alleviation in the education of disadvantaged areas is achieved through various means such as policy tilt,increased investment,and structural adjustment to get rid of poverty and gradually narrow the gap with developed regions.The balanced development of education in different regions and groups is not only the needs for its own internal development,but also the special needs of the development of human society to a certain stage,which embodies the pursuit of social fairness and democracy.In the dimension of time,each developed country has experienced a special stage of unbalanced education development among nations,groups and regions in different historical periods.In order to ease the relationship between supply and demand for education,these countries have adopted appropriate educational poverty alleviation policies,moderated the disadvantaged groups in the process of education development,effectively solved the problems of rational allocation of educational resources,and greatly promoted the balanced development among different groups.The study takes four countries of the United States,Britain,Canada,and Australia as the object,and analyzes the evolution and institutional arrangements of the poverty alleviation policies adopted by the vulnerable groups in order to dynamically hold the development trend.Based on this,a comparative analysis of the poverty alleviation policies through education in developed countries is conducted to probe into the influencing factors so as to obtain enlightenment and provide new thoughts for the theory and practice of educational poverty alleviation in China.The study finds that in the macro level educational poverty alleviation policies in developed countries are based on promoting fair society development and maintaining social stability and harmony;at the middle level,it is mainly reflected in the transformation of weak schools,the promotion of healthy competition among schools,and the encouragement of social forces’ participation in education and the widespread use of modern information technology in primary and secondary schools.At the micro level,governments in developed countries have developed large-scale educational service programs to provide students from vulnerable groups with various forms of financial assistance to help them overcome obstacles in the learning process,finally complete their studies,achieve better academic achievements and gain more opportunities of success.In the end,Chinese government should always uphold the strategic concept of education fairness,issue special laws and regulations to ensure that poor and backward areas give priority to the development of education;standardize the decision-making process,improve the scientific and effective policies of educational poverty alleviation;The establishments of special funds and compensation mechanism can effectively solve the problems of poor education quality in poor and backward areas,which promote the healthy and orderly development of education,and maintain social fairness and justice.
