Contrasting with foreign countries that have developed several decades to hundreds of years of vocational qualifications, Chinese vocational qualification development process is rapid and transient.Since1993. Chinese vocational qualification system has been implemented. It has gradually become one of the industry authorities and public hotspots, and impacted all aspects of society during the two decades years. With the development of market economy and the progress of social civilization, the vocational qualification management is improving. However, it has exposed many problems, for example, there are so many of vocational qualifications on the labor market, the vocational certificates issued by the a number of organizations, lack of a unified authentication management, many of employees cannot meet the job requirements, vocational qualifications and so on. Therefore, to establish and improve the vocational qualification management system with Chinese characteristic is a very urgent task.This article based on the study of the Chinese vocational qualification management system. From this point, it processes with the theoretical analysis—overview of the problem—experience--solutions. The article consists of five chapters. Besides chapter one, it follows:The part of theoretical analysis, including chapter two, defined the substantive of vocation, vocational qualification and so on, elaborated the structure of the management mechanism of Chinese vocational qualifications management system.The part of problems, including chapter three, analyzed the origin of the problems that arise from the Chinese vocational qualification management system. The studies suggest that although some certain laws and regulations have been issued, the complete professional vocational qualification legal. In view of this situation, there haven’t legal that to be obeyed. Because of the development of the technological and advancement of the labor, there are more and more new career in the human resources market and some jobs are not match for the labor market It must put forward higher requirements on job classification and occupational standards. Currently, some new jobs don’t have their standards, and some have outdated. In the process of the vocational qualification management system, there are some practical problems in professional certification and the quality assurance system, for example, there haven’t a unified certification tissue system and supervision and management have no effective implement on vocational qualification market and so on. These are the main reason for many problems.The part of experience, including chapter four, learned from the advanced experience of some developed countries. UK, USA, Australia and other developed countries always pay attention to vocational qualification system. These countries have their own successful management system. This chapter summarizes the characteristics and experiences. Combining with development status, we can learn that it’s high time to improve the legal protection, and establish scientific occupational standards and strict quality assurance system and ethics exam.The part of solutions, including chapter five, basing on the scientific theories. combined with the advanced experience of developed countries, designed the vocational qualification management framework. It’s high time to legislating, distinguishing the responsibilities between the organizations, setting up the vocational qualification management agencies that have the clear responsibility, establishing scientific occupational standards and strict quality assurance system. Through the studies the above-mentioned problems to solve the problems in the management of the development process of Chinese vocational qualifications, and to make full use of the public administration, and to promoting the development of the labor market.
