In this paper, firstly we have defined the concepts of Vocational Education, Higher Vocational Education and School-founding System, based on the discussion of the property economics of the Quasi-public goods as Higher Vocational Education, and the essential property of Vocational Education’s technicality, Sorts out the School-founding System and the development of the higher vocational education in China since the founding of PRC, summarizes the related literatures of Higher Vocational Education in recent years of China. Through analysis we can find that Higher Vocational Education does not have good school-enterprise cooperation or work-integrated learning system, talent cultivation does not match the market demand. It’s the biggest bottleneck which restricting the development of our Higher Vocational Education, under the new situation of the industrial structure upgrading, product innovation and rapid alternative, personnel structure and technical structure must adapt to market changes, the urgent thing we need to do is to create or to improve the system and policy environment for Higher Vocational Education development, and to solve the contradiction of talent cultivation and market demand in such a new economic situation.This paper introduces the running experience of some developed countries such as German, Australia and so on. The passage, based on the analysis of the running system of Hainan Airlines Group’s Sanya Aviation and Tourism College, indicates that enterprise group provides vocational colleges with powerful funds, instruments, technique and personnel support for their development on the basis of powerful industrial chain, solid economic strength,historic industry and region background which enterprise group possesses. Thus it can help those colleges arrange complementary curriculum and construct technique-academic teacher team, meanwhile the enterprise can offer colleges advanced, sufficent teaching places for practice which can guarantee students graduate smoothly.All these measures fulfill the seamless conjunction between colleges’talent-cultivation and enterprise’s need, resolve the problems of the cooperation between colleges and enterprise effectively. This study theoretically discusses the strengths and weaknesses of the running system of the Enterprise Group, the government propose that enterprise groups will be incorporated into the vocational education system, provides the funding and policy support to the business school to enable enterprises group to become a new group of higher vocational education school system.The introduction of the paper mainly discusses the core concepts, previous research results, purposes of research, the contents and methods of research; The second part describes the economic attributes, professional attributes, social attributes, and technical properties of vocational education, analysis the significant of these properties for Construction and Production of Higher Vocational Education System. The third part introduces the vocational education school system in German and Australian, and compares the school system between these two countries; The fourth part introduces the formation, development and status of the system of Higher Vocational Education in China. Part V describes one typical case of private higher education, Enterprise Group, analysis the advantages and disadvantages of running system of the Enterprise Group; Part VI is the conclusion and suggestions, based on general summary of earlier chapters, proposes suggestions on building a sound system of higher vocational education.
