As an important part of vocational education, secondary vocational education undertakes a crucial task of cultivating high-quality workers for the country. Compared withthe ordinary education, secondary vocational education aims at training skilled talents,which is complementary to the local economic development. Currently, Lhasa is in the critical period of economic boom, social reforms and industrial structure adjustment, thedevelopment of secondary vocational education is facing unprecedented opportunities and challenges. However, influenced by the economic, historical, cultural, geographical,religious and many other specific factors, the overall development level of secondary vocational education is relatively slow and teaching equipments are relatively backward, which seriously restricted the development of secondary vocational education in Lhasa. As the main planner of development program, the commander of the executive power andthe provider of public goods, the government bears important responsibilities in supportof the reform and development of secondary vocational education. But learning from the development process of secondary vocational education in Lhasa, issues of the lack ofgovernment responsibility have occurred frequently. Therefore, how to solve the bottleneck in the development of secondary vocational education in Lhasa is the primary problem in front of the government.In this paper, starting from the secondary occupation education in promoting thestatus and role of Lhasa city in the economic development, with the publicadministration, administrative management and human resources management methodas the instruction, has carried on the thorough Firstly, this paper describesthe development status and characteristics of secondary vocational education in Lhasato illustrate the preliminary results it has. Secondly, combining with the practices, thispaper analyzes problems of governmental responsibility existing in the development ofsecondary vocational education of Lhasa in recent year. Finally, in response to theseproblem, this paper takes the theoretical research results and practical experience athome and abroad for reference, closely combines the actual characteristics of Lhasa and puts forward countermeasures and Suggestions according with the practice of secondaryvocational education in Lhasa.
