The demand for high-level practical talents of the knowledge economy society, has promoted the development of professional master's degree education. As the main place for training professional graduates, universities have begun to reform, changing graduates training from research-oriented to practice-oriented. It comes to the reform trend of dual system graduate education. However, influenced by the long-standing concept that scientific research is more important than practice, the development of professional master's degree has met with many difficulties. There is a large gap between the training effect and the expectations. Boyer's concept of diversification scholarship classification, provides a solution to eliminate the differences between the research and practice. It is good for correctly understanding and promoting the training of graduate students, and then meet the demand for "professional" people of the economic social development in China, if get rid of the shackles of narrow scholarship view and treat professional master's degree training from a broadening scholarship content.Firstly, the paper describes the background and specific content of Boyer's theory of scholarship classification, analyze its meanings in our development of professional master's degree. Secondly, by analyzing the emergence and development of professional master's degree and the development of Master of Engineering in China, compare full-time Professional Master, Master of Science and non-full-time Professional Master, research the attributes of professional master's degree and its place in resolving many of the contradictions. Thirdly, take full-time Master of Engineering for instance, explore the training of full-time Professional Master in China. Take Cornell University as a case, elaborate into the details of the experience of Master of Engineering developing in the United States, study its developing experience in Master of Engineering degree and get enlightenments from it. Finally, learn from the training experience of the Master of Engineering in America and in China, from three aspect, ideas, training process, management mechanism, propose construction strategies of full-time Master of Engineering degree.
