China’s new round of basic education curriculum reform (hereinafter referred to as the“New Curriculum Reform”) from the start to the general promotion for more than a decade,although this period has made a lot of achievements, but what the resistance of newcurriculum reform is unprecedented, it can be said that the curriculum reform in China hasentered a “deep water”, the reform faced complex and tortuous, long-term is self-evident.There has been some degree of deviations and distortions in curriculum reform goals, andthus make the effect positioning and implementation of the curriculum reform goals to bepuzzled, discontent or even contradict, to increase the difficulty of new curriculum reform.This paper takes the China’s “New Curriculum Reform” and “The Eight-Year Study” asblueprints with the perspective of sociology, philosophy, literature and historical researchmethods. The comparison study from the curriculum goals are relying on the economic,political and cultural background between the two countries to develop the backgroundfactors, restore the original appearance of the curriculum reform objectives; to seek thedifferences of the curriculum goals between the two countries on the design ideas andlanguage representation; presented by such objective analysis of the differences between thetwo countries in the level of value orientation and way of thinking and analysis the gain andloss of the country curriculum reform target, provide reasonable suggestions to improve thedesign level of the curriculum reform goals, to promote the goals of the curriculum reform.Based on a comparative analysis of the different dimensions of the curriculum goals ofthe two countries, the study found that the current curriculum reform in China target need tomake further clarification in the interests of cognitive and value levels. From the view of thestakeholders involved in the curriculum reform goals, how the parties to make the interests oftrade-offs, while taking into account their own interests, to reduce the cost of reform is still animportant factor restricting the curriculum goals. From the view of building emotionalcurriculum reform goals, coping curriculum reform goals should uphold a rational, moderate attitude to clarify the current curriculum objectives. Specific to the dialectical road,Ecological Trend oriented to achieve the balance of the curriculum reform objectives,complex way of thinking as a breakthrough to promote the goals of the curriculum reformdeepening in “change”and “changing” to build a framework of interpretation with localcharacteristics. Finally, Rational reform only explore the process of optimization objectivesconstant pursuit of reform to limit the risk to a minimum, the goal of the reform is morerealistic, more significant effect of the reform.
