The true meaning of education is to turn knowledge into wisdom, culture into personality. Currently,the fundamental goal of the implementation of new curriculum reform in our country is to abolish the unreasonable factors in the education system, and finally realize the ideal of quality education. Quality education is an education mode in pursuit of students’ comprehensive development,which respects students’ individual differences, pay attention to students’ physical and mental health,and attaches great importance to the cultivation of student’s innovation ability and practice ability. Its core content is to help students learn to cognitive by learning,improve the quality and control knowledge freely, lay a good foundation for students’life-long happy life,and make education truly become a source of happiness throughout childrens’ life. Political curriculum reform in our country is to achieve its quality education goals, play its function to cultivate virtuous citizens for our society,and make political lesson focuses on development of students’ good personality,diverse potential, political and moral quality,and eventually to develop students’ independent personality and good characters, sense of responsibility, benevolence and morality, elegant interest and ideal pursuit,as well as rich innovation ability.Teaching evaluation has a certain value orientation on teaching activities,and indirectly influences realization of political curriculum goals.Teaching is a process of interaction between teachers and students,and teaching evaluation itself include evaluation of both teachers and students.Due to the teaching target is primarily aimed at students, this research mainly analyses the cause of the problem and its solution in the perspective of students. From angle of to be and ought to be, this paper reveals that the current exam-oriented teaching evaluation and curriculum goal deviate from each other in order to analyse its influence and cause to construct a humanity, diversified and developmental teaching evaluation system coincide with laws of ideological and political education,requirements of the new curriculum reform and quality education so to realize its functions of promoting teaching and motivating the development of both teachers and students. Only in this way can we realize the goal of quality education ideal in political teaching at an early date.The paper consists of six parts: The first part puts forward problems that is to reseach, mainly includes the reason of selecting the topic, significance, train of thought and methods of the research.The second part elaborates the theoretical basis and basic concepts of the paper. This part elaborates in detail some important theories relate to this study,explains the meaning of teaching evaluation and curriculum objective, illustrates the function of teaching evaluation and its classification, and briefly summarizes the disadvantages of traditional teaching evaluation system. Some theoreries, including multiple intelligences theory, the life education theory, the function of ideological and political education theory, and so on, constitute the most important and core theories to support this paper. These theories reflect the concepts of quality-oriented education,and call on the new,diversifical and developmental teaching evaluation methods. The third part analyses the ideal relationship and problems between teaching evaluation and the curriculum goles. It illustrates what is the political curriculum objectives and what is teaching evaluation of the political curriculum in the current,and analyses the ideal relationship as well as the current contradictions between them.The fourth part analyses the deviation from the teaching evaluation and curriculum goals and its deep causes.The fifth part introduce some sucessful cases of teaching evaluation in western countris.The last part proposes solutions. Through analysis of the problem and the good case of western countries for reference, this part puts forward some countermeasures and Suggestions. To reform the traditional ways of teaching evaluation, it is important to change the teachers, students, parents and the social education idea from all walks of life, reduce the pressure from all sorts of barriers for the curriculum reform, promote political curriculum reform smoothly go ahe, and also realize quality education goals of political course smoothly.We can believe that by solving the problem of deviation between teaching evaluation and the political curriculum goals,the curriculum reform will be carried out fairly smoothly, and realize the goal of quality education in the near future.With the establishment of the new teaching evaluation system, our political lesson will under the correct guidance to truly implement the concept of new curriculum reform,thus free, happy, lively, happy scenes of quality-oriented education will become real. At the same time, under monitor of this kind of scientific evaluation mechanism, education will be truly realize the benign operation and laissez-faire.
