Since1980s,sex ratio at birth in china has been in a continuing high level.Shandong Province as one of China ’s population province, Sex ratio at birth hasbeen showing a continued rise,displaying a more imbalanced ratio than other placesin china. The sex ratio at birth in Liaocheng has been higher than the average ofShandong Province, and In the past10years have shown a rapid rising trend. In2010, the number is as high as131.2. Visible, the birth sex ratio in Liaocheng hasbeen a serious deviation from the normal range.Paper first summarizes research on population sex ratio at home and abroadand inductive, On that basis, it introduces the basic concepts and the theoretical basisof the sex ratio at birth. Secondly, paper analysis of the sex ratio at birth inLiaocheng, summed up the characteristics of changes in Liaocheng’s birth sex ratioand compares Liaocheng’s status of sex ratio at birth with neighboring cities. Thethird, paper conducts a comprehensive analysis of the cause of the high sex ratio ofbirth in Liaocheng,and discusses the effects on the social development of high sexratio at birth. At last, the paper puts forward countermeasures of birth population sexratio at the comprehensive governance.Sex ratio at birth in Liaocheng has been in a continuing high level for a longtime and have shown a rapid rising trend, and increased with parity, with differentuniversal and regional distribution of sex.The high sex ratio at birth of Liaocheng has been a continuous problem,showing a tendency of rapid rise. It increases with the number of births each mothergives, and has universal distribution and regional differences. The factors that causeLiaocheng’s high sex ratio at birth include both surface reason of abusing genderidentification and deeper reasons such as traditional cultural factors, the level ofsocio-economic security, legal and policy factors and ineffective supervision. The traditional birth culture in which the "son preference" prevails, is the fundamentalideological reason for the high sex ratio. The illegal gender identification of the fetusand selective pregnancy termination is the direct cause. Regarding the situationabove, the government should increase the intensity of family planning, andestablish a long-term government-led mechanism, so as to solve the problem of thehigh sex ratio in Liaocheng fundamentally and thoroughly.
