With economic development of China, education is carrying the meaning to expand ceaselessly. People ask to have not only a fair chance of receiving education, but also the deeper requirements. China’s popularization of compulsory education, and strive to improve the level of higher education, but for a long time for secondary education, especially secondary occupation education attention insufficient from beginning to end. Secondary occupation education from the national level, for China’s training of skilled workers, improve labor productivity and promote economic development; from the enterprise level, through the secondary occupation education training for graduates, can effectively reduce the enterprise for the training of workers, reduce cost, raise economic benefits; to individual students and family, received secondary occupation education process can develop their skills, increased personal and family income, build character, realize self value. However, the present situation in China is to develop national compulsory education and higher education, secondary education, little attention, and in numerous types of secondary education, the ordinary high school is generally considered the attached elementary education and higher education bridge and attracted students and parents of students pursued, medium occupation education, including technical secondary school, technical school, occupation high school and is considered to be the poor performance of students" shunt ", generally considered the quality of students is low, leading to the students and their parents would rather pay high sponsorship fee into the high school, is not willing to let the students receiving secondary occupation education. Don’t get good enough students, have attracted less than excellent teachers, led to our country medium occupation education unbalanced development, cause our country now the number of university graduates employment difficulties, however large, skilled workers are very scarce situation.In recent years, the party and the government pay more and more attention to and take seriously China’s secondary occupation education development.2005, our country government in the" State Council on the development of occupation education decision"(in hair [2005]35date) in put forward " vigorously develop the occupation education, speed up the development of human resources, is to implement the strategy of rejuvenating the country through science and strategy of talent powerful nation, promote our country to walk along new-style industrialized road, solve’3farming’problems, promote then the major move of obtain employment of; is to comprehensively improve the quality of the people, to China’s huge population pressure into the advantages of human resources, enhance the comprehensive national power of our country to construct a harmonious society, the important way; is to carry out the party’s education policy, follow the law of education, realize the sustainable development of educational undertaking of inevitable requirement." According to the situation of our country, and the educational cost share theory, education develops to economy to promote action can be found, secondary occupation education funds investment main body still should be the government investment.1998-2009year statistical data shows, our country of medium occupation education investment amount has increased year by year, but transverse quite, the secondary vocational education investment accounted for a total investment is relatively basic and higher education is falling, fluctuation. Although the secondary occupation education funds investment is still insufficient, but according to the current situation of our country, want to improve in a short period of time scale of secondary vocational education input is not realistic, so in a limited scale of investment, how to improve the efficiency of investment and expenditure, with the same funds training more in line with the requirements of society and enterprise students, optimize the allocation of resources, to achieve the East, in, western area balanced development we need to research the important topic. This paper will also try to use the method of data envelopment analysis (DEA Data Envelopment Analysis) calculated our country east, medium, western of occupation education investment, spending has the expenditure efficiency, and gives policy suggestions.
