With the development of economy and the progress of human society, higher education ismore and more popular, and people’s demand for education is becoming more and more intense.Although our country’s higher education has made great progress than before, but China’seducation investment has been insufficient condition is the fact that does not dispute. In the faceof education resource scarcity of this situation, how to better use of existing educationalresources becomes the focus of people.This paper studies the domestic and foreign higher education evaluation and determinationof resource utilization associated method, on the basis of index selection system principle,principle of operation, representative principle, scientific principle and principle of comparability,the staff number, the number of academicians, land area, library and research funds forinvestment index, to the number of students, the number of postgraduate study, level number,SCI papers included number, license the patent number and the number of the students of adulteducation for output indicators, build the input and output index system of China’s985universities. Then using the DEA model to evaluate and analyze the efficiency analysis of inputand output efficiency of37universities, what’s more, analyze the universities which areineffective and give policy proposals to improve and optimize the efficiency of resource, as wellas provide suggestions for the development of985university.The results show that:(1) the efficiency of input and output on985project university isgood. Comprehensive efficiency of27universities is1, taking up72.97percent of all985university; Technical efficiency of35universities is1, taking up94.5percent of all985university;27of scale efficiency of27universities is1, taking up72.97percent of all985university. Whether the comprehensive efficiency, or technical efficiency and scaleefficiency,985university is relatively high level0.8above.(2) Comprehensive efficiency of985university is low, and the main reason is the scale efficiency is not high. In10comprehensiveefficiency of less than1universities,2colleges and universities in pure technical efficiency islower than1, the allocation of internal resources, internal management, internal coordinationsystem and other technical factors improvement can effectively improve their efficiency of input and output.(3) Part of the University’s comprehensive efficiency is high, is dependent on moreinvestment on the basis of the acquired.The innovation and characteristic are:(1) the research output in Colleges and universities, the University’ssocial service output considerations in the index system, the adult education students number is a measure of.Previous many studies have only investigated higher education teaching and research output, ignore the highereducational service output, it is difficult to understand the overall efficiency.(2) using a collection of statisticaldata, established in the985input and output index system and evaluation method of37DEA,985Universityof input and output of calculation and analysis, and some calculating inefficient college to put forward somereasonable proposals.
