Policy is often regarded as nothing but the allocation of the values. Content analysis is one of the methods help to understand the various values of an individual policy. From the perspective of value structure, it might be explained how the policy has been made when compromise was a must.This study attempts to identify the value structure of the blueprint for China Education Reform, National Outline for Medium and Long-term Education Reform and Development (2010-2020). How different is it from the last three national education policies? What’s the priority concern in each single education type like compulsory education, vocational education or higher education? What’s the feature of the blueprints formulated by the autonomous regions of China? How is the value of the ones made by municipalities like Beijing and Shanghai look like?A value system is constructed, which is composed by the entity value and the symbol value. The entity value includes five dimensions, namely economy, power, knowledge, technology and welfare; and the symbol value includes four, which are special titles, reputation, ideology and expected goals.Following conclusions are drawn from the date presented in this paper:Firstly, more words are used to describe the entity value than the symbol ones, which is also true in the historical comparison.Secondly, the value related to the technology ranks No.1in the structure of the entity value.Thirdly, ideology and expected goals totally account for the majority of the symbol value.Finally, analyses of policy content reveal that paradox of value exists for education policy, but fortunately, equality and justices have turned out to be the essential values in this blueprint.
