Pre-school Education Service Supply Diversified Characteristics Research In China

The supply of a country’s preschool education could show the status of preschool education in social investment and in the education system. At present, the preschool education in China is the weak link the education system. And the major cause of this situation is the pluralism characteristics of the Chinese pre-education services supply.By kindergarten subject nature and characteristics of different kindergartens, our country existing kindergarten usually divided into four categories, there are kindergartens run by department of education, run by collective group, run by other governments departments, and run by private owners or private organizations. Based on the collection of statistical data analysis can be seen that the total number of these four categories kindergartens is razing recently, otherwise the number of every category has its development characteristic such as they have the different rates and trends. The number of kindergartens run by private owners or private organizations is razing rapidly while the number of kindergartens run by department of education increasing slightly. On the contrary, the number of the kindergartens run by other governments departments and collective group is reducing remarkably. Kindergartens run by department of education and the private kindergarten in proportion is bigger than other kindergartens, accounting for far ahead of the position. But the rate of kindergartens run by other governments departments and kindergartens run by collective group is in small proportion. And the pluralism characteristics of running kindergartens bring some influence in the development of pre-education, there are more negative effects.Through various material and data analysis, we can see that pluralism characteristics of running kindergartens cause to four categories kindergartens have their own sources of funds. Primarily, these funds sources can be divided into two parts, government investment and family investment. Firstly, the government investment is different between four categories kindergartens. Through the statistical data collected we can see the governments have invested much more in kindergartens run by education department, otherwise they invested in other categories kindergartens only a little, especially in private kindergartens almost zero. Secondly, the family investment is different between four categories kindergartens. As the family expenditure in kindergartens run by the government education department is little, but the expenditure in the private kindergartens is quite more. Usually the pre-school education quality closely related to pre-education funds. So the government in pre-school education in all kinds of kindergarten is not equal, it bring different kindergartens have different education quality, that is not balance. It is against the principle of fairness in the elementary education. In all, the pluralism characteristics of running kindergartens cause to the pluralism characteristics of spending in pre-education, and also bring some negative influence.In order to reduce the imbalances in number, expenses, public service quality in pre-school education supply, do good in pre-school preschool education fair, to different types of kindergartens our government take different supply modes, so the modes of government pre-school education in the supply of public service also has pluralism characteristics. From an economic point of view, governments provide preschool education public service usually in two different ways, one is government direct production, and the other is the indirect production. Currently, the ability of government product the public service needs to be improved. Usually, governments buy the service preschool education service from private kindergartens. There are several modes in this field, such as buying qualification, education voucher system, reducing rent, reducing taxation and so on. These modes of government public supply in pre-education are fairness and efficiency, so we should make great efforts to encourage using more variety modes.This study collected data of each district preschool education service supply, contained government documents, literature. I summary the current supply of pre-education diversification situation, in-depth analyzed, compared these date and give some suggestions about pre-education services for government departments in the supply of pre-education in order to help them to make regulations and policy.
