Meantime, universities’ resources and also the waste of resources coexisted, the latter is more serious, and people begin to pay attention on performance of college. As the college is different from the general business organizations, universities and diverse tasks, there are different levels and types, so the assessment of performance for the college is difficult. After comparisons of various performance indicators system, this study selected authoritative Cameron’s nine dimensions of organizational effectiveness model of Liaoning Province of performance appraisal.Referred to Cameron’s nine dimensional models, and combined with the actual situation of tertiary institutions in Liaoning Province, the preparation of a higher organizational performance questionnaire, a questionnaire to11universities.
