And it means that Chinese private education come into the new period:education, management and administration will be all according to the law.Since the implementation of the Private Education Promotion Law was promulgated, thenumber of private kindergartens quickly increased in Heze. From62in2003to1476in2011,has become an important part of pre-school education. However, during the development ofthe private kindergarten, as it is non-public,so they hold too much emphasis on economicinterests. The safety management system is not perfect, safety education lacking ofsystematic rule. As they neglect the security,so there are lots kinds of security risks,endangering children’s lives and health,Which elated to the future of the country and thenation.Writer checked large number of domestic and international security and safety educationmagazines, journals and papers, Then defined the related concepts of safety, security,education, health education. In this paper, using the methods of documents, observation,interviews to research the private kindergarten in the urban and rural.,analizing the relatedreason which caused the safety problem. Then provide the strategies to improve child caresafety.The survey results show that the status of security issues in private kindergarten in Hezeare mainly focusing on following five points: The places are family living room or rentingroom, the safety factor is low, the housing structure is basically a brick and concrete or brickand wood; cafeteria health conditions is very bad, with much security risks; The teacher inprivate kindergarten are lacking the sense of duty, not emphasis on safety education; childrenself-protection awareness, and accidents frequently occur; social instability factors haveincreased. According to the analysis of the status of the security problems in the privatekindergarten, the main reason for security problems of the private kindergarten are following:the managers safety awareness, safety education carried out is not enough, investors inpursuit of maximize profits as the goal; Private-safety consciousness lacking safety idea,theynormally have the prevalence of chances; Teaching seriously "Primary", contrary to the lawof early childhood growth.Performance are following: selecting the teaching book which is not suitable for theirage, set up the class of pinyin, abacus and mental arithmetic, English etc; The organizationform is similar as primary school, such as row upon row seat, chalk and talk, teachingarrangements with the primary consistent, Neglecting the training of good quality and habitsfor children. Safety education lack systematic contingency, and the plan for urgent issue is notperfect. The teachers are not stable, strong liquidity; teachers’ low wages, and a serious drain.They are lacking the knowledge of physical and mental development of young children. Thegovernment investment in private garden is not enough, the funding system is not perfect.Government does not play a leading role. System lags behind to keep up with thedevelopment in the private garden; Lacking of government funding support, kindergartendisorderly competition; Relevant departments of inadequate supervision is lacking. Familyand community resources did not use fully. Lacking the of support systems.For the status of the private kindergarten security issues, in order to put forwardrecommendations to improve the private kindergarten security, so give related suggestion andthinking: The government should strengthen the investment and management of the nursery;Must clear the leading role of government, enhancing the sense of responsibility; Strength thesupport efforts on private kindergarten, giving enough funding; The government shouldstrengthen macro-management functions and oversight functions; The proportion of publicschool and the private garden should be appropriate.Management of private school must raise awareness, strengthen management, toenhance safety awareness, improve school safety rules and regulations; to remove the varioustypes of security risks; strengthen ethics training for kindergarten teachers. Private gardenteachers should strive to improve the professional quality, enhance the sense of mission:doing more safety education, to improve children’s ability to protect themselves; Making the safety regulations and pay more attention to detail security. Putting the safety education intothe teaching and learning activities in daily life, training children’s safety awareness; To carryout a variety of safety education theme activities; constantly enrich the security content ofeducation, development of contingency plans in advance. Full use of all resources, start thelinkage mechanism of safety education. To establish the assessment system which should belong-term effective.
