Primary and secondary schools after-school sports is to promote the healthy growthof a major event of the hundreds of millions of young people, it is directly related to thequality of personnel training, the relationship between the happiness of thousands offamilies related to the future of the country and the nation. CPC Central Committee, thedecision issued by the State Council on deepening education reform and to promotequality education in sports clearly stated:"The good health is the premise of the youngpeople’s services for the motherland and the people, is the embodiment of vitality. Toensure that students’ physical education curriculum and extra-curricular sports activitiesare not allowed to squeeze physical activity time and place, held a variety of mass sportsactivities to cultivate students’ sense of competition, the spirit of cooperation andperseverance." In2010, the CPC Central Committee and the State Council held in thenew century the first national Education and work Conference, the General SecretaryHu Jintao and Premier Wen Jiabao stressed to strengthen sports, to firmly establish theidea of health first, to ensure that students’ physical education curriculum andextra-curricular activities time to improve the quality of physical education teaching,strengthen mental health education on the National Education Conference promotestudents’ physical and mental health, physically fit, strong-willed; improve their overallquality, so that students become physically comprehensive development of socialistbuilders and successors. Visible, the CPC Central Committee and State Council on thehealth of young people given a high priority. However, due to the after-school sports bymany factors, the quality is difficult to be guaranteed, physical health survey conductedthe last20years, the Chinese Students’ Constitution and is continuing to fall.Endurance,speed, power, power quality, showed a further downward trend, increasing the detectionrate of overweight and obesity, poor eyesight detection issues such as high rates of worrying, and showing a declining trend, has become the educationoutstanding issuesand social focus of attention.Zhangjiagang emphasis on the development of sports in order to implement thescientific concept of development as a guide, innovative ideas to enhance the concept,and strengthen school sports as an important starting point to promote quality education,health quality as an important task of training all-round development of talent, throughthe implementation of National Fitness plan and reserve personnel training program,brand events incubation program, the sports industry development plan, carry out thesun sports, and promote the healthy and harmonious development of the sports career.Through the years of reform, Zhangjiagang City Students’ Physical health statuscompared to the national primary and secondary physical conditions showing theincrease trend. Endurance has greatly improved. Sports activities to the point, andcomprehensively promote the "new situation has become an important engine to raisethe overall level of sports work and improve their health.This paper using the method of literature, questionnaire, interview, logic analysisand other research methods, the primary and secondary schools physical educationtheories and the city of Zhangjiagang primary and secondary schools physical educationreform research background is discussed, and the Zhangjiagang city primary andsecondary schools reform and effect undertook relatively system and morecomprehensive analysis. Through this research, analysis and verification, the results areas follows:1.The reform of primary and secondary schools after-school sports on the primaryand secondary schools physical and mental health has a positive effect, conducive to thecultivation of the implementation of quality education in schools and students inlifelong physical ideas, which is conducive to young people Healthy Personality andyoung children’s physical enhancement.2.Zhangjiagang City, a favorable economic background of cultural foundation andadvanced sports ideology and philosophy play a positive role in promoting the smoothimplementation of the reform of primary and secondary schools after-school sports andafter-school sports reform achievements made. 3.The Zhangjiagang primary and secondary schools exercises of the content (largerecess activities, and class physical exercise), organization and management forms andmethods of evaluation carried out the reform, the formation of diversification, thecharacteristics of the training content, the concerted efforts of management mechanismsand a comprehensive and systematic evaluation.4.Project of Zhangjiagang schools for after-school sports competitions, form oforganization and management, evaluation methods of reform, the formation of a fun,group, novelty contest the contents of the two Councils jointly, up and down the explicitforms of management and an active, rational award ratings ways.5.Analysis found that from a collaborative perspective of extracurricular physicalexercise and after-school sports competitions to the Zhangjiagang primary andsecondary schools students to participate in after-school sports activities, attitudes,interests become more active, to develop a certain amount of physical exercise habits;physical health status of students is increasing year by year trends; students’ awarenessof unity and cooperation, social adaptability has been improved significantly.
