As the window of Open Reform of China, Luohu district of Shenzhen, Guangdong province has increased developed for more than 20 years and become many-faceted gradually, has to get a many-faceted running system of primary schools and high schools to adapt to. As China socialism construction and open reform moving forward, the models of the system in running a school has arisen in succession, such as running a school by government, countryside, nationalized enterprises, privately run of enterprises and natural person, and has formed a many-faceted system which mainly by government integrated social power in running primary schools and high schools in Luohu district of Shenzhen. At present, schools running by government, nationalized enterprise, government (supplemental with privately run), privately run of enterprises (nationalized), privately run of enterprises (privately run), and fact schools concurs. With distinctive times feature and Luohu characteristic, the system of running school of Luohu in Shenzhen has adapted to the social economy development in the district, accelerated the reform of management of primary schools and high schools, met the enhanced gradually education need of the masses, mitigated the burden of elementary education of the government put into, promoted the education and teaching quality of all the primary schools and high schools, especially the privately run of enterprises schools, in the district.The mainly difficulties and problems the reform faced are the unitary manage system of school running by government, the benefit of running school remain to be increased, the privately run of enterprises schools has been pounded deeply by economy system transform from planned economy to market economy of nationalized enterprises, the standard of running a school is lower than the first class of the district and caused the difficulty in enrolling new students, the funds management of schools running by government (supplemental with privately run) remain to be normalized, the law and regulations of privately run education has not sounded yet, school management need to be normalized, the school founders have short-term conduct, especially in privately run of enterprises schools (nationalized)...
