Since the founding of new China in1949, the management of the universities in China is in the feature of centralized management system, colleges and universities were classed as institution and run according to the administrative management system. The colleges and universites’ rank isn’t devided according to the academic level, scientific research and social impact etc. as the standerd of the division, but copys the organisation mode of the state administrative organs. This has caused the construction and operation of all institutions of higher learning in our country refers to the structure of the administrative system mode. This has led to too many departments and management levels. In accordance with administrative principle the teaching departments and starff are arranged in different management levels. Universities" internal management departments are the same as those of the administrative agencies,such as the party committee, the school office, the personnel department, the organisation and propaganda department, united front work department, descipline inspection department, finance department, security department, the youth league, logistics department and other tissues.The administrative color is strong. Even more administrative departments peculiar to universities are founded, such as teaching affairs office, science and research department and other departments. Heteropoly administrative departments and administrative personnel on a massive scale, cause administrative department overstaffing and personnel of redundancy. At present, most of the universities in China continue to use the traditional management and operation mode, so that the top-down hierarchical type management system makes the university more and more like administration agencies. Universities has deviated from the modern university operation law, from the higher education’s own development logic and the basic idea of the modern university system, which give the higher education development many unfavorable influences, such as the lost of the concept of university, the limitation of school-running autonomy.The development of colleges and universities are restricted. If not eradicated, universities will no longer be universities.The hope of the revitalization of China which universities shoulder will not be realized. Because the traditional idea of ranking roots deeply, and the reform of education system will touch the economic interests of the real power, so only by cancelling administrative rank and the administrative management system reform,the security administration problem is difficult to solve, and will make a comeback. Therefore, the administrative reform of colleges and universities is a difficult and complicated systematic project and we must seize the primary contradiction of the question, and solve it fundamentally. We must change the idea of ranking, eradicate education administrative trend fundamentally,prevent its resurgence,and construct universities’own value standard. The universities value lies in education itself. This value should be embodied in academic value, knowledge value, talent value, teachers’value and social value which should form an organic whole. Use this value standard to construct universities’ own assessment system, and establish a evaluation mechanism which should be suitable for the universities’value and velopment. University organization system is a binary system containing academic subsystems and administrative subsystems, the two subsystems supplement each other but aren’t mutually exclusive.It is wrong to simply deny one of them. The university is education department and academic department. The internal management in universities is a kind of special, professional management activities which differs from that of administration agencies.It should have their own special organizational principle and management mode. But now China’s universities arejust like administrative departments.They functions according to the administrative management mode. Obviously this leads to a lot of problems to the operationg of universities and hinders the normal development of universities as well as not accord with the development of modern higher education logic. So it is necessary to replace the old mechanism with the new one. The administrative reform in universities is to change the unbalance of academic power and administrative power, strengthen academic power, weaken administrative power and reduce the influence administrative power have on education teaching, academic research.The reform will promote the mutual cooperation of academic power and administrative power which will speed the scientific development. Reform the administrative institutions, and gradually reduce party and government departments.Through downsizing, cancelling and merging the administrative departments the universities have flat administrative organisation. The hierarchy organization are replaced by administration office center.Some departments and affairs can also be marketization, such as catering, property management, etc. Enhance the construction of the teaching staff congress,the students congress.Make the students social organizations play an more important role. Encourage to explore to establish the board of directors, make full use of social resources, strengthen universities vigor, make more social persons give advice to the scientific development of the school or participate in making decisions.ALL this will give universities a better environment to operation independently.We should coordinate the relationship between the operators and organizers and correctly deal with the contradiction between the two.It is the key measures to solve the external administration problems. This will radically remove the internal administrative foundation and break the conection between external security administration and internal security administration. The measures of the reform is mainly separate the ownership and the right of management of the universities. The role of the government shifts from the traditional direct management to indirect management, from management to service.The government should fully follow the laws of higher education don’t interfere in the academic affairs of universities and give the universities the rights of operating independently. The government should transform its way of management, give full play to the macroeconomic regulation and control function and take charge of the national or local higher education work development planning and management. The original administrative rank should be revoked as soon as possible.Universities should be restored to a professional academic institutions as it should be. Universities as a educational and academic institutions, should make good use of its education teaching, academic and scientific research autonomy to improve its capacity of independent management and perform the duties the operators should shoulder. At the same time, the government should coordinate the school subject and the sponsor.The third party higher education evaluation intermediary organizations should be established to evaluate services, supervise the management, notary identification, social communication, information consulting, etc.Therefore, the essence of the administrative reform, is not only just lying in cancelling the administrative rank, but lying more in standardize the administrative power and supervise the administrative power to fulfill responsibilitiess and abide by the limitation. Meanwhile, in the academic field, universities should also set up a set of evaluation system independent of the outside administrative power. Let the academic institutions distinguish between high and low according to their own evaluation standard and win its respect according to its contribution to human. Only in this way, can academic power get rid of the bondage of administrative power and can administrative reform obtain powerful guarantee.
