The Research Of The Non-Administration Of The University In China

Along with the continuously deepening of the reform and opening up, the original higher education managing system which is adapt to the planned economy system has exposed a number of limitation and seriously restricted the development of higher education. The trend of administrative universities, as one abuse in Chinese universities’ managing system, was not being solved for a long time. In several years, along with the constant advancement of the reform of higher education managing system, the disadvantage to the development of universities which are brought by the administrative universities are now more and more prominent. So the whole community considers the administrative universities as one of the primary factors of restricting even blocking the development of higher education in our country. Reform of non-administrative universities has been imperative.The thesis is based on the theory of managing, correlative rules of legal person and the third department theory. First of all, it will present the harmful effect and the leading behaving of administrative universities from multi-aspect. Then it will analyze the form cause of administrative universities from these aspects as below:history culture, interest inducement, factor of system. According to analysis of the managing system of US researching universities and Japanese National University’s legal person reform, it will inspire the reform of Chinese higher education management system. At last, some feasible steps and proposals are brought forward to carry out the non-administrative reform.In the opinion of the article, the universities’ non-administrative reform should be based on the center of constructing the new situation among government, society, colleges, and be carried out in two levels:the macro and the micro. In the macro level, it needs the government to change its function, to strengthen the lawmaking and to authorize more independence to the higher school, besides it needs strengthening the participation of the whole society, introducing the intermediary educational organization. In the micro level, it needs the universities to enhance the construction of constitution, to standard the exertion of administrative power, to advance academic power and to rebuild the academics spirit and so on. In a word, the non-administrative reform of our country’s universities is overall and profound change of ideology and system, which is relate to education idea, various systems and interest regulating. Therefore it needs perfect arrangement, working up step by step and all the more it requires the efforts of the whole society.
