With the further development of the social economy, China’s economy transition is moving from extensive to intensive. In the original planned economy, colleges’ bureaucratic education management system occurred. It led to the formation of "college administration" intensified, and restricted severely development of the higher education. De-administration of colleges had been mentioned repeatedly and caused strong concern in the community since the 1990s, but had no progress. "Century of the question" our great scientist Qian xuesen issued in 2005-why did our college not to cultivate talented people? People were enlightening, the reform of De-administration was imminent.In this research paper, I use our public universities for the study, from the perspective of college governance efforts to explore the path of the colleges’ De-administration. Firstly, sort out the college’s administration and De-administration, as well as to the difference between colleges’ De-administration and non-administrative; Secondly, start from the power relations inside universities, directed at the core essence of colleges, and demonstrate the need and feasibility of the reform of colleges’ De-administration. We will analyze the current situation of the administration of our country, the causes of the administration and the impact on higher education, and learn from the development experience of the United States, Japan, Hong Kong of China, etc. Making the reform path of colleges’De-administration.This research paper argues that it should be based on the current reform of institutions as an opportunity to achieve the colleges’ administrative reform, government and colleges’ administrative should play a role in macro-guidance and services, and guide colleges to establish a new university management system, it lead to reshape colleges’ spirit by "university statute", it should manage the university by law, balance the executive power and academic power adapter, and strengthen the "people-oriented" democratic management. Returning to the essence of academic research universities, and college will train of high-quality personnel. So college will become an independent legal to properly handle the relations of colleges and government, colleges and community, colleges and other colleges, and promote further development of the colleges.
