University management "de-administration" means the university lost itsorganizational characteristics, which is managing and operating like the governmentagencies. The executive power takes a leading part in the university, and the academicauthority is being marginalized. The boundary between of the two powers is blurring, andthe status of the two powers is imbalance. University management "de-administration"reflected in two aspects, firstly,"de-administration" of the government management onuniversity.secondly,"de-administration" of the university internal management, whichholds deep historical and cultural background, social psychological basis and the uniqueinstitutional causes in China.Getting rid of the administration generalization, bureaucracy to universities, treatingthem as academic institution rather than administrative ones is the essence of"de-administration"."De-administration" of higher education cannot be simply equatedwith "no administrative level" and "no administrating". It should include four aspects atleast. Respecting the academic authority, define the limits of the administration,abolishing administrative level in the university gradually, ensuring the macro guidancework of the government in the university."De-administration" can learn the experiencefrom those outstanding foreign universities, universities in the Republic of China anduniversities in contemporary of China. There are many practical difficulties of the reform,such as the imperfection of the relevant laws on higher education, the lack of actualdecision-making power of the universities, and the educators difficult to do well so on."De-administration" in university should combine government, university and varioussocial forces, consummating relevant laws and abolishing university administrative levelis the precondition, reform the internal management is the basic power, absorbing thesocial forces is the effective way to consolidate reform outcomes.
