Based on the empirical research on the development of S middle school, thispaper reveals a improvement process in which S middle school seeks its owndevelopment, carries through scientific, systematic and planned management,constantly improves its school-running level and social reputation, gets rid of thecurrent dilemma, and promotes the balanced development of elementary education inlocal administrative areas.Based on the reality of S middle school, the paper first diagnoses the problemsexisting in its development. After sufficient investigation about the needs of students’,parents’ and teachers’, a SWOT matrix is formed in which the school’s developmentadvantages and disadvantages become clear, the development principle “developingconnotation, basing on the school-based, highlighting the key” of the initialimprovement period is established, the basic strategy “to take sharing goals as abreakthrough, to take establishing a highly efficient management team as an entry,focusing on the development of teachers and students” is formed, the developmentvision “basing on civilian education, taking the man’s development as center,choosing a connotative orientation, creating the paradise for teachers’ and students’common development, building the characteristic school to satisfy the society” isformulated, and the development objectives for the school, the teachers and thestudents is formed.To realize the school vision goals, S middle school starts with the construction ofschool-level leaders’ harmonious relationship, the reformation of school’smanagement teams, the growth and development of middle-level cadres, and theimplementation of the tutorial system, changes the teacher’s education concept,cultivates “shadow teachers”, changes teachers’ teaching behavior, develops “seedteachers”, and finally forms the subject core strength, reserving considerable internalenergy for it to move towards the benign direction.Along with promoting “internal hematopoietic” function, S middle school actively seeks the external support. The establishment of partner relationship withfamilies, the vertical integration cooperating management with local primary schools,and the characteristic project docking with the primary and high schools, make Smiddle school get more external support, then more important, it makes S middleschool become an open system, making a full preparation for its transformation to anine-year system characteristic school.To solve its own problems, S middle school adheres to starting from practicalsituation,enters on its development goals, and forms a highly efficient leadershipteam. Teachers’discipline core strength unceasingly expands. Students’ behavior norms and academicachievement have been improved significantly.From the process and the achievement of S middle school, we can see that aschool’s development is not only the process of the school’s subjective effort, but alsoa process of gradually reformation.
