Economic development promotes social progress, the human society has experienced agricultural society to industrial society changes, which are inseparable from the development of production technology. Along with the electronic information science and technology as the hallmark of the third science and technology revolution, information society has gradually established. Information technology bring about social reform, leading the education pattern and the rise of the concept of lifelong learning. College students as the main force to promote the development of economy and the society progress, the development of students’ information quality and information literacy level of national development have deeply effect on the construction of University and college students’comprehensive qualities.In this paper, through the research to the domestic and foreign information literacy related literature research and theory of information literacy of college students in our country on the basis of analysis, the meaning of information literacy of university students,which consists of information consciousness, information knowledge, information ability and information moral,made detailed introduction, review our country college students information literacy standards and the data analysis, Chinese college students’ information literacy learning is divided into three levels:the basic information literacy, professional information literacy Information Literacy and scientific research innovation.In order to improve the level of information literacy of university students of Jilin Province, the author do a lot of researches about a number of colleges and universities for information accomplishment of college students and conducted a survey of the status quo, on the basis of investigation and analysis, found the Chinese college students’information literacy level is still at a low level, most of the college students on information literacy have never heard of it, not to mention to have a good information consciousness, information needs even it is more impossible to obtain, capture, evaluate and utilization of ability are very short, besides a part of students have moral anomie. According to our province university students’ information literacy status and existence problem, we undertook countermeasure research, from the society, colleges, students’own three respects it is necessary to put forward to raise me to save the information literacy level of university students in the7aspects of the way and the measure, in order to promote the Chinese University Students’Information Literacy research level of development, promote a lifelong learning society construction.
