"Information Literacy" was first proposed in1974by P.Zurkowski. After decades of development, Information Literacy is not only very famous in the field of education and library science, but also very popular in information technology. As college students are backbone of a country and hope for the future, how to evaluate and improve college students’ information literacy competency is a goal of higher education. There are some foreign students’ information literacy evaluation systems, but they do not meet with China’s national conditions. The information literacy evaluation systems made by Chinese are always hard to operate. In this case, the formulation of a new college students’ information literacy evaluation index system is imminent.This paper is divided into four parts:The first part includes chapter one and two. The first part analyzises the current situation and development of information literacy and information literacy evaluation index system. This part states the purpose and significance of the research.The second part is the third chapter. As the core part of of this article, the survey is divided into two parts, both students and experts are investigated. The first round of is to investigate the entry text evaluation index system of students’ information literacy, through survey, the texts of the evaluation index system can be modified and adjusted. The evaluation index system consists of5first level indicators,15secondary indicators and48the third indicators. A lost of methods are used, such as analytic hierarchy process to determine the weight of each entry of the index system. Finally, the college students’ information literacy evaluation index system is drawed. The third part is the fourth chapter. After survey undergraduates, graduate students and their counselors and compare the results with the results of qualitative analysis, fuzzy comprehensive analysis are used to prove that the new college students’ information literacy evaluation index system is scientific designated, feasibility and credibility.The fourth part includes chapter five. The summary section of the entire paper shows that the further development the role and the research outlook of this research.
