While as the research results of Brain Science on humans’advanced cognitive mechanism have been presented and the research of constructivist theory has been deepened, more and more researchers pay attention to the development of the theory and practice models based on "situated cognition and situated learning".The complexity of social life determines the diversity of situated teaching forms. We found that in real life, people always attempt to obtain new knowledge, promote to a new job, have richer emotions and establish various new relations. In order to achieve these goals, they never feel bored. Regardless of the motivated sources of the pursuit of these goals, we can find that it is the goal that drives people to take efforts. Therefore, in the teaching based on "situated cognition and situated learning", if the teachers could link the knowledge they want to teach with the students’goals, then the students will be more active to learn and it will lead to more significant teaching achievements.This paper will discuss how to design effective teaching and attract the students to pursue their goals actively, so that they can master the particular knowledge and skills. Thus, goal-based scenario (GBS) is a kind of teaching model which is able to combine the teaching activities and the students’goals well.At present, most of the related domestic and international research focuses on the instructional experiments on procedual knowledge and skills in technical schools, but the author focuses on the basic education. Our government is attaching importance to foreign language teaching reform, which further causes lots of foreign language educators to concern, discuss and reflect on the learning and research of modern foreign language educational theory and the current practice of foreign language teaching. English Curriculum Criteria demands that English teaching should promote the students to learn from each other and help each other, make them experience the sense of group honor and the sense of achievement, and also develop their spirit of cooperation. The acquisition of basic English knowledge should be consolidated by the mastery of English skills, and English skills should be reflected by solving specific problems. Therefore, the nature of the English course determines that it can be regarded as a breakthough, and the teaching model of GBS can be extended to the basic education. The author in this paper discusses teaching mode based on the design principles of GBS and steps. Meanwhile, design of a specific cases. Due to various reasons not evaluate the effects of it application, in the later work continue to application.
