Reaserch On Evaluation Of The Implementation Of Pension Insurance For Shanghai Landless Farmers

Along with a large population and low level of economic development, especially the wealth gap between urban and rural areas, farmers have a lower standard of living in China. Besides, there are a series of special problems in China’s rural land, the landless peasants pension issue is particularly complex in our country. By evaluating the implementation of pension insurance for Shanghai urban landless farmers, the paper is mainly to identify existing problems and offer corresponding countermeasures.Accessing to many articles at home and abroad through literature, I have found that scholars mostly focus on qualitative research on the old-age insurance for landless peasants at current, while little on empirical research. These researches mainly focused on the following aspects:one side focuses on land acquisition, compensation and resettlement of landless peasants, the need and feasibility to establish old-age insurance system for landless peasants, and studies about the pension insurance fund and so on. The other side focuses on the model of old-age peasants insurance and the practice around our country. They also pointed out the existing problems, and proposed specific measures.Based on the preliminary studies, this paper mainly evaluates and analyzes the effects of implementation of Shanghai landless farmers’pension insurance on three aspects as follows:First of all, having an analysis on the history and current situation of landless farmers pension. By introducing resettlement of landless peasants, it conducted a detailed analysis of the existing old-age insurance in Shanghai. Firstly, compared Shanghai’s pension and payment for landless peasants with the current city’s insurance; and found that there is a big gap in the the level of contributions, benefits and a single project compared with the "City of Paul". Secondly, in comparison with the similar development areas (Beijing, Hangzhou, Qingdao and other places), it analyzed reasonable of Shanghai’s lamdless farmers’ pension. Thus concluded that pay level of the Shanghai pension system for landless peasants are in the country’s leading level, but there are still some flaws in the coverage of all landless farmers and convergence of systems aspects. Secondly, having an empirical survey for landless farmers pension in shanghai. Based on the initial evaluation index system, we surveyed in Songjiang District to understand the current true state of the landless peasants’ old-age insurance, and the results were statistically analyzed. Shanghai’s Farmers are relatively satisfied with the pension system since its implementation, especially in the level of pension benefits, pension insurance agency services, but it is still not balanced.Thirdly, building landless farmers pension evaluating index system, and according to the evaluation index system, the implementation of Shanghai landless peasants’ pension is to be evaluated by experts’ scoring and fuzzy comprehensive evaluation. By comparatively analysis and research, it points out the existing problems and countermeasures.The overall evaluation of the implementation effects of Shanghai’s land-less farmers pension system is general. Since its implementation, it has continuedly improved the treatment and expanded the coverage, and has protected the majority of landless peasants’ interests. However, there are still some problems such as it a big gap with the "city insurance", and the fund’s own balance is weak, county financial pressure is large, and has poor convergence problems.Therefore, this paper proposes strengthening the corresponding pension theory, and through the transfer of the merger for the "security town" gradual transition to "city insurance".Besides, we can strengthen the coordination role of the municipal fiscal measures to reduct the fund balance pressure. In a word, we can find a way of sustainable development for the landless peasants’ pension insurance in Shanghai.
