Research On Social Assistance System For The Group Of Povety-Stricken Students

Currently, with students paying their own tuition and larger enrollment in colleges and universities, and coupled with increasingly social gap between rich and poor, state education finance distribution structure to further tilt to the compulsory education, all of these led to increasing the number of poverty-stricken students in colleges and universities, the problem of poverty-stricken students attracts great concern from society. In order to solve this problem, our county, society and colleges and universities have formulated a series of policies and measures, and preliminary formed a financial aid system based on "Scholarship、student loans、student’ subsidies、allowance、part-time work and part-time study、exemption of tuition". Over the past decade, this system plays a big role in solving the financial problem of poverty-stricken students. Nevertheless, this system also faces great challenge because of more students enter colleges and universities.In this paper, Firstly, defined the related areas and theory of financial aid system for poverty-stricken students, through the form of disseminate survey questionnaires, analyzed various aspects that included the status of poverty-stricken students in Anhui Province, the characteristics of poverty-stricken students, pointed out the main problems of poverty-stricken students currently, and then profound analysis of the output of the reasons for poverty-stricken students. Secondly, analyze the development status of social financial aid system for poverty-stricken students in domestic and foreign and Anhui Province, then point out the shortcomings of this system. Finally, based on learning from the successful experience of Britain and the U.S, by different angles from the state, society, universities, families and individuals, proposed a perfect system and operable financial aid system for poverty-stricken students that should adapt to the higher education reform and development, and social development needs, in line with the principle of fairness and the concept of education.The establish of financial aid system for poverty-stricken students, not only conducive to the healthy development of poverty-stricken students, but also has great theoretical significance of the implementation of technology and education and the steady development of China’s higher education. Improve the social financial aid system for poverty-stricken students, not only conducive to achieving educational equity, it is necessary to build a harmonious society, and also has great practical significance of promoting social stability and social development.
