At the end of the twentieth Century, as our country’s basic nine yearcompulsory education objectives have been achieved, the balanceddevelopment of compulsory education,has become the strategic choice for thedevelopment.Among them,the balance development of teachers is one of theimportant premise,is the balanced development of compulsory education isthe key link.At this stage,to solve the problem of uneven development ofcompulsory education in the final analsis,is to realize the balanceddevelopment of teachers resource.This study taking county as the angle of view, it selects Laiyang cityteachers resource to focus the research object, through the method of literatureresearch and investigation research and comparative analysis method, toLaiyang City compulsory education teachers balanced development problemundertook more comprehensive and in-depth study. The study is divided intofour parts.In this study were from teachers in the academic structure, age structure,professional title structure, subject structure, training in five aspects of urbanand rural teachers present situation investigation, the current situation notsallow hopeful, found that the current teachers’ development in balanceproblems are mainly: Rural primary school teachers discipline structuralshortage is severe; between the urban and the rural senior teacher ratiodifference; teachers exchange time is short, flow at the form, the effect is notobvious; teacher training form is varied, but for rural school teachers trainingis not too ideal. The reason for these problems is many sided, first,the lack ofgovernment functions;second, the teacher of one-way flow of factors;third,preparation of teachers management relative lag; fourth, urban and rural teachers’ wages and welfare treatment gap is larger; the last,long term“exam-oriented education”dominant thought penetration.This study concludes that the solution to the problem of the balanceddevelopment of teachers, not only needs the government and administrativeleadership duties, teachers must have the self awareness. first, urban and ruralprimary and middle school teachers’ income should be relatively balanced,thereby stabilizing rural teachers; second, to scientific check and ratify ruralteachers’ amount of preparation, optimization of in-service teachers; third,execute excellent teachers of regular flow system; fourth, increase ruralteacher training; fifth, teachers themselves should have a self awareness, dothe people’s satisfaction of the teachers. Through the five aspects ofcountermeasures, to effectively solve Laiyang City compulsory educationbalanced development of teachers.
