Since the reform and opening up, China's higher education management system development has a gradual deepening, with the local economic, political and cultural prosperity, the localization of higher education, regional demand for increasingly clear that the provincial government's role in the development of higher education increasingly prominent. The thesis explores the distribution of power in the higher education management system from the perspective of the provincial government. Trying to get some new knowledge and deeper understanding of the reasonable distribution the power structure of higher education management system at the provincial level.The thesis falls five chapters: Chapter one puts forward the research clew, methodology, contents and possible creative points based on the analysis of the background, significance and literature review of the research topic; Chapter two gives the theoretical basis of the rationalization of power structure of higher education in provincial level and make a definition to it ; Chapter three detail the development of the power of education management in the provincial level, it's existent problems and analyze the possible causes; Chapter four reports the use of the higher education management power in foreign countries and give us important experience and implications, also contributes to the ideal state of this power structure; Chapter five mentioned some suggestions on this issue, firstly, re-positioning the role of government management in the higher education; secondly, make sure the responsibility of the provincial government on this issue; and thirdly, to establish the community"partner"relationship of provincial government, universities and society. And also concrete measures are illustrated respectively.
