Teachers play a leading role in education, the balanced teacher resources plays avital role for the development of balanced education. However, whether influenced bythe regional economic development, or by the ‘urban and rural development’ idea,China’s compulsory education still has the unbalanced phenomena in teachers’resources. In recent years, the government made a series of policies and measures inorder to ensure the balanced development, and ‘For the balanced in teachers’resources policy’ is one of the important contents.‘For the balanced in teachers’resources policy’ rise teachers’ quality rapidly in a short time, especially the teachersin rural areas and in the weak school. But no doubt, in the policy implementationprocesses have caused some deviated phenomena on the policy target, it hinder thebalanced policy goal achieved in a certain extent.Based on the phenomena and using the Structraction Theory. This paperdiscusses how the ‘participation’ influence the implementation of ‘For the balanced inteachers’ resources policy’.Then pointed out that the deviated phenomena are not onlycaused by the ‘social structure’, but also by the each of the participators’ activities.It Contains Four Sections. The first part is combing the text of the ‘For the balancedin teachers’ resources policy’, and then concluding the goals of the policy.The secondpart is based on the questionnaire research, and pointed out that the deviatedphenomena of ‘For the balanced in teachers’ resources policy’. The third part is usingthe Structraction Theory to analysis the deviated phenomena, and getting theconclusion that the government, school and teachers’ participation plays an importantrole in the deviated phenomena. The fourth part is on the basis of the analysis, andproposing the vision conception for achieving the policy goals from the view of theparticipators’ activities. And put forward the suggestions to the ‘For the balanced inteachers’ resources policy’ from the view of the processes of policy.
