| The "National Medium and Long-term Education Reform and Development Plan(2010-2020)" put forward the concept of balanced development of compulsory education resources,and the report of the 19 th National Congress of the Communist Party of China also proposed to promote the balanced development of compulsory education.The equalization of compulsory education resources has a very important impact on my country’s education equity and the realization of education goals.Since the reform and opening up,my country has attached great importance to the investment in basic education,and the equalization of local compulsory education resources has been further developed.Judging from the actual work development of local governments and education departments,with the continuous deepening of my country’s education reform in recent years,the difference in compulsory education resources between underdeveloped and developed areas is gradually shrinking,and the work of equalizing education has achieved remarkable results.Achievement.However,it should be noted that the complete balance of compulsory education resources has not been achieved.Due to the constraints of various factors,the imbalance of compulsory education resources still exists in various regions of our country,especially in economically underdeveloped regions.The current society’s behavior with "high quality" as its value orientation has made it difficult to effectively solve the problem of compulsory education resource balance.The unbalanced development of compulsory education resources will have a greater negative impact on my country’s future politics and economy.Under this background,solving the problem of compulsory education resource imbalance and ensuring the fairness of basic education has become a must in the education field of our country.Right and urgent problem.This paper adopts a combination of case study and theoretical research and chooses Tangshan City as the research object.First of all,it adopts the basic methods of theoretical research to analyze the current compulsory education resources,the related concepts of compulsory education resources balance,the collaborative governance theory,and the balanced development of education.In-depth interpretation and analysis of the theory provide basic theoretical support for the research of this article.Then in the specific study,Tangshan City,Hebei Province was selected as the case study object.After conducting an in-depth investigation and research on the current status of the city’s balanced development of compulsory education,it was found that although the city has made certain achievements in the development of balanced education,On the whole,there are still problems such as insufficient funding,unreasonable allocation of high-quality resources between schools,and uneven school conditions between schools.The reasons for these problems have been analyzed from the three aspects of the government,education authorities and society.In response to the above problems,this article points out that in order to solve the problems of the balanced development of compulsory education in Tangshan City,the Government Functions theory and collaborative governance theory should be used as a guide,and improvements should be made from the three levels of the government,education authorities and society.Among them: the government should do it Change the role of the government,improve the service-oriented government responsibility system,build a balanced accountability mechanism for education,etc.;the education authority level should strengthen the construction of the teacher team,build the educational resource sharing mechanism,and promote the standardization of primary and secondary schools;the social level needs From strengthening the support for compulsory education resources and building a mechanism for the participation of citizens and society. |
